Property Lead Strategy
Consultation has concluded
Following community engagement, the Property Strategy and Action Plan was endorsed at the 3 March 2025 Council meeting.
The draft documents were presented to the community at various workshops, discussed at committee meetings and were the subject of extensive community engagement process. Feedback received from community informed the now endorsed Strategy and Action Plan. The summary of consultation can be found in the 3 March 2025 Council meeting agenda (from page 15).
The adoption of the Strategy and Action Plan is a critical step in formalising Council Strategic Governance Framework and will pave the way for the development of a Leasing and Licensing Policy. Further, the Strategy and Plan will provide Council with a strategic decision-making tool that will see Council’s property portfolio mature over the next five to ten years.
Council is seeking your feedback on the newly developed draft Property Lead Strategy (Strategy) and Action Plan (Plan).
Its primary focus is to formalise Council’s approach to the strategic management of its property portfolio and align Council’s organisational objectives with its service delivery objectives and community expectations.
The Strategy and Plan will enable Council to best realise the value and benefits from its properties, whether in financial or service delivery terms, and will enable Council to meet the needs of the community as they evolve over time. It is proposed that:
- The Strategy sets the framework, through the establishment of guiding principles and objectives for Council Property with regards to land holdings, categories of use, and details the functional role of the Council Property;
- The Plan complements the Strategy by implementing actions that have tangible property management activities to meet the objectives set in the Property Lead Strategy.
An action that will form part of the Plan is the development of a Leasing and Licensing Policy (Policy). The Policy has been identified as a deliverable to ensure the efficient and effective leasing and licensing of Council property.
This engagement is focused on the development of the Strategy and Plan, not the Policy. Engagement on the Policy will be done through an independent process.
Developing the Strategy and Plan
The first stage of engagement involved key stakeholders and Council staff to develop the Strategy and Plan. Now that the documents have been drafted, Council has endorsed wider community consultation.

- Actions in the Plan - what the community want or need delivered to meet the objectives in the Strategy
