Feedback from the community consultation was considerate and insightful and with independent expert advice, the Glebe will continue to function largely as an off-leash dog area while providing a fully fenced area desirable for community use.


To maintain the existing open nature and character of the Glebe, a rural style fence with pedestrian and maintenance vehicle access gates will go around the new playground and picnic area.

The council’s public safety officers will provide education to park users and actively monitor the park once the new measures are introduced in the next few months.


Background

The Glebe, located on the eastern edge of the Littlehampton Township, continues to develop into an important public space to support the wellbeing of the community.

Council has resolved to dedicate separate on-leash and off-leash areas at the Glebe as part of the numerous activities that this park supports.

The intention, however, is not to establish a formal dog park. A formal dog park is a designated public area that has been set aside for community to legally exercise, play and socialise with their dogs off leash in a secure environment. Council has a formal dog park at Barka Park in Mount Barker and another formal dog park is currently being planned for Nairne.

Being a multifunctional public space, Council has proposed risk management measures as follows:

  • Establishing physically separated dog on-leash and off-leash exercise areas through the construction of a rural style fence (1.2m high)
  • The playground area will be a 'no dogs' area (consistent with Council By-Laws - no dogs area within 3 metres surrounding the playground)
  • Providing appropriate information signs that include a map and rules for using the park
  • Providing drinking facilities and bins
  • Providing dog waste stations

Council is seeking community feedback on the proposed dog management plan at the Glebe.

There are some things that are fixed on the Glebe and will not change in relation to establishing dog management measures. These includes:

  • Establishment of physically separate on-leash and off-leash dog areas (Council resolution)
  • Location of the playground
  • Location of the toilets
  • Paths
  • Exclusion of fencing around the perimeter of the Glebe

What the community can influence:

  • Location of the on-leash and off-leash dog areas (e.g. North South border rather than East West border)
  • Size of on-leash and off-leash areas
  • Type of fencing / physical barrier between the two sections
  • Location of informal parking areas
  • Location and number of drinking water station + dog bowl
  • Location of park signage
  • Wording/inclusions for park rules

COMMUNITY CONSULTATION

Community feedback specifically regarding the suitability of these dog and risk management measures for the Glebe is open from 8 August 2022 to 29 August 2022. During this period, Council invites the community to provide their feedback by one or more of the following ways:
