Consultation has concluded

Project update 4 November 2024

Results of the community engagement held 5-26 September 2024 on the draft concept design for Springs Road East were presented to Council at their meeting on 4 November 2024. Council subsequently endorsed the final concept design and for the project to progress to the detailed design phase. The detailed design is included in the 2024/25 Annual Business Plan.

Engagement on the draft concept design

Springs Road, Mount Barker plays a key function in the district road network. It provides an important traffic link connecting traffic from new land development via Heysen Boulevard to the freeway and northern townships.

The road’s current form and function aligns with a level of service applicable to a rural road. Due to the changing function of Springs Road between Heysen Boulevard and Bald Hills Road, the road is in need of improvements to support the growth in traffic volumes, a variety of modes of transport, as well as road pavement asset renewal for the increased loadings.

A draft concept plan has been prepared for the upgrading of Springs Road (East) at Mount Barker.

The draft concept design considers:

  • road widths, pavement thickness and pavement resurfacing,
  • bridge upgrade (widening and strengthening),
  • on-road cycle lanes (each direction),
  • protected right turns provision for major accesses to the road,
  • kerbing as needed,
  • footpath for pedestrians,
  • storm water drainage,
  • street lighting, and
  • road safety.

A period of community engagement will occur to get the community’s feedback on the draft concept design. There are particular aspects of the draft concept plan that are not able to be influenced, that includes the location, time and extent of the works; the road alignment, storm water drainage management and road lane widths; and the provision of protected turning lanes at side roads and driveways.

What the community can influence:

  • Footpath alignment.
  • Cycle lane facilities and access needs.

Community Consultation

Community feedback specifically regarding the Springs Road (East) draft concept design is open from 5 to 26 September 2024. During this period, Council invites the community to provide their feedback by one or more of the following ways:

  • Completing the online feedback form
  • Sending an email
  • Attending the ‘drop in’ information session on Tuesday 17 September 2024 inside Aston Hills Shopping Centre, Heysen Boulevard (enter from the carpark) from 3:30pm to 5:30pm where you can view the plans and ask questions of Council staff.

Following a period of community consultation, work will proceed on the detailed design and specification.
