Mount Barker Centre Masterplan
Council is developing a Mount Barker Centre Masterplan (the Masterplan) and is seeking your input.
Engagement with key stakeholders and the community will occur over two stages:
Stage 1 - information gathering to get your views and priorities to help develop the draft Masterplan (occurring 14 July to 18 August 2025)
Stage 2 - seeking your feedback on the draft Masterplan which will help refine the detail within the final document (occurring early 2026)
What is the Masterplan?
Building on the 2012 Mount Barker Town Centre Strategy, the Masterplan will consider in more detail the form and function of various parts of the Mount Barker centre.
The Masterplan will draw on inputs from working already completed by Council, which has been subject to broad community engagement.
Broader considerations of the business and economic growth of the centre, together with effectively managing traffic flow and parking, improving pedestrian and visitor experience, and identifying the future use and function of recreation and civic spaces, remain some of the key challenges as the centre transitions towards being South Australia's largest regional centre.
The Masterplan aims to provide direction on the location, form and function of the Mount Barker centre across:
- traffic management and parking,
- the use of Council land and civic and recreation spaces,
- pedestrian movement, and
- street activation.
Precinct plans within the Masterplan will help to provide more specific guidance on the use, form and function of key areas with the Mount Barker centre. Concept designs for spaces such as the Dunn and Bickle land, Council's Mann Street precinct (former Council offices) and for important streets and thoroughfares will help to ensure that the Masterplan provides detailed and practical guidance on the development of such paces.
What area will the Masterplan cover?
The Masterplan will cover essentially the central business district of Mount Barker. This area generally covers the Dunn and Bickle land to the north, the railway line to the east, Hampden Road to the south and the Dumas Street park 'n' ride to the west.
What is not included in the Masterplan?
Detailed or civil design and construction is not included in the development of the Masterplan. Following endorsement of the final Masterplan, projects will require to go through a detailed design and budgeting process.
