Consultation has concluded

Project update 4 November 2024

Results of the community engagement held 5-26 September 2024 on the draft concept design for Hartmann Road were presented to Council at their meeting on 4 November 2024. Council subsequently endorsed the final concept design and for the project to progress to the detailed design phase. The detailed design is included in the 2024/25 Annual Business Plan.

Engagement on the draft concept design

Hartmann Road is a key element of the road network connecting Wellington Road to the Bald Hills Road/Alexandrina Road intersection.

The existing road surface and lane width is below standard for the expected traffic volumes and the road pavement is showing signs of failure (pot holing, deformation/cracking). Hence, it is in need of renewal and improvement to support the growth.

A draft concept plan has been prepared for the upgrading of Hartmann Road (excluding Hartmann Road/ Alexandrina Road/ Bald Hills Road intersection) at Mount Barker.

The draft concept design considers:

  • Compliant road widths and pavement resurfacing,
  • A painted wide central median to facilitate right turning vehicles into adjacent private properties, Dean Street and Symonds Drive. Please refer to the attachment for an example of painted median.
  • Kerbing in some areas
  • Shared path for pedestrians and cyclists on the Eastern side from Sims Road to the golf club path leading to the Regional Sports Hub
  • Footpath on the southwestern side abutting the residential properties
  • Storm water drainage
  • Improved street lighting suitable for the future volumes, and

Please note that the shared path on the Eastern side is subject to negotiations with the Golf Club.

A period of community engagement will occur to get the community’s feedback on the draft concept design. There are particular aspects of the draft concept plan that are not able to be influenced, that includes the location and the extent of the works, and the type of intersection treatment at Hartmann Road/ Alexandrina Road/ Bald Hills Road.

What the community can influence:

  • Indented parking arrangements.
  • Painted median in lieu of a parking lane.
  • Parking demand.
  • Footpath alignment.
  • Driveway locations/treatments.

What about the Hartmann Road / Alexandrina Road / Bald Hills Road intersection?

The Hartmann Road/ Alexandrina Road/ Bald Hills Road intersection has been excluded from the engagement due to the technical decision to adopt traffic signals. A signalised intersection was adopted because it achieves a high level of service whilst having minimal impact on the surrounding native vegetation and no land acquisition. Although the intersection treatment at Hartmann Road/ Alexandrina Road/ Bald Hills Road cannot be influenced by the community, Council staff will respond to any queries community might have regarding the intersection treatment.

Community Consultation

Community feedback specifically regarding the Hartmann Road Concept Plan is open from 5 to 26 September 2024. During this period, Council invites the community to provide their feedback by one or more of the following ways:

  • Completing the online feedback form
  • Sending an email
  • Attending the ‘drop in’ information session on Tuesday 17 September 2024 inside Aston Hills Shopping Centre, Heysen Boulevard (enter from the carpark) from 3:30pm to 5:30pm where you can view the plans and ask questions of Council staff.

Following a period of community consultation, work will proceed on the detailed design and specification.

The timing for construction of Hartmann Road is yet to be determined and is subject to Council's Annual Business Plan.
