Consultation has concluded
Consultation closed on 6 November and thanks to all those people for their comments.
Approximately 150 comments were received via YourSay and the drop in discussion at the Baptist School on 26 October and are currently being assessed by council staff.
A report summarising the comments and the recommendations will be presented to the February 2024 council meeting.
Bollen Road, Mount Barker is an important collector road that currently connects Flaxley and Hawthorn Roads. The form and function of the road currently aligns with a level of service applicable to rural road with set-backed house frontages historically on one side.
Currently the road has these following issues:
The road pavement has reached end of life and requires renewal
The road is narrow with minimal shoulders in most areas
Overgrown vegetation in close proximity to the road together with minimal lighting and intersection treatments presents some potential road safety issues as greater activity occurs along the road frontage
Poor sightlines at the Hawthorn Road intersection needs addressing
Minimal pedestrian and cyclist infrastructure
Basic stormwater infrastructure and localised flooding.
A draft concept plan has been prepared for the upgrading of Bollen Road at Mount Barker.
The draft concept design proposes:
An improved roadway with kerbing
Storm water drainage
A continuous shared path for pedestrians and cyclists
Pedestrian and cyclist crossing of Western Flat Creek adjacent Memorial Drive
Trail crossing provision for the linear trail pathway along Western Flat Creek
Some off road parking
Street lighting at intersections
50km/h speed limit and school zones
The bus route will be retained and bus stop locations are being reviewed by the Department of Infrastructure and Transport.
All high quality vegetation (trees, understory and grasses) will be retained.
A new road link from Bollen Road to Hawthorne Road is currently under consideration in conjunction with a proposed residential land development, which will allow the closure of the current Bollen Road/Hawthorne Road intersection where sight distance through the cutting is very limited.
There are some things that are fixed on the Bollen Road Concept Plan these include:
No kerbside parking

Proposed road alignment of Bollen Road between Memorial Drive and Manfield Road
Proposed intersection treatments at Bollen/Silverwood Drive and Bollen/ Memorial Drive

Community feedback specifically regarding the Bollen Road Concept Plan is open from 18 October 2023 to 6 November 2023. During this period, Council invites the community to provide their feedback by one or more of the following ways:
A ‘drop in’ information session will be held on Tuesday 31 October 2023 at the King's Baptist Grammar School, Bollen Road from 3:30pm to 6:30pm where you can view the plans and ask questions of Council staff.
